The Government of Nepal, through the Ministry of Education and Sports, has announced new arrangements for registering institutions providing educational consultancy services, language instruction and test preparation classes under the Educational Consultancy, Language Teaching and Preparation Classes (Operation and Management) Regulations, 2083. According to a notice first published on Ashoj 30, 2083 BS, institutions already authorized by provincial or local governments must apply through the CIMS online portal by Ashoj 25, 2083 BS, while other institutions seeking authorization for the first time must submit their applications within 35 days of the notice’s initial publication. The ministry has established separate application requirements for institutions based on their existing authorization status and previously submitted applications.
The notice requires applicants to submit supporting documents, including company registration certificates, permanent account number (PAN) certificates, updated company registration and tax-clearance documents for fiscal year 2082/83 BS, and relevant qualifications or training certificates. Educational consultancies must provide documentation concerning qualified personnel, while language testing institutions must submit authorization from the relevant examination authority and evidence of instructor qualifications. Institutions with applications pending from previous years must update their records through the portal, including selecting the appropriate application status and uploading additional documents where required.
For institutions that submitted applications before Shrawan 14, 2079 BS, and are still awaiting a ministry decision, the notice requires applicants to select the “Waiting for Ministry Decision” option in the CIMS portal and upload the ministry-issued receipt or related documentation. Other pending applicants must pay a non-refundable application fee of Rs 5,000 through the Government Payment system and enter the generated Electronic Bill Payment (EBP) number into the portal. The ministry has clarified that previously authorized institutions cannot change their registered names while their applications remain under review, and institutions authorized by provincial or local governments cannot establish branch offices through this process. The notice, signed by Under Secretary Semantraj Koirala, also provides for provincial and local authorization of other eligible educational consultancy and language testing services under the applicable regulations.
