The Ministry of Health and Population has published its third-trimester progress report for FY 2082/83, covering activities carried out during Magh, Falgun and Chaitra under the Right to Information framework. Among the major digital-health initiatives, the ministry developed the Free Health Portal (freehealth.mohp.gov.np) to record free treatment provided to poor and vulnerable citizens and connected the CHIS system with Electronic Medical Record (EMR) systems in five federal hospitals. The ministry also continued work on digital signatures, e-attendance and other internal administrative systems.
The report highlights several measures aimed at strengthening health emergencies and specialized services. A revised Statement of Need Directive, 2082 was issued, information from 12 helicopter companies was collected and consolidated to support medical emergency flight services, and work progressed on a Migrant Health Service Package Standard Operating Procedure. The ministry also held discussions on climate-sensitive disease surveillance, climate-resilient health infrastructure and climate-health financing, and prepared a draft multi-year action plan for prevention and control of non-communicable diseases for 2083–2087.
Population and inclusion programmes were also advanced. The ministry conducted orientation for 320 officials from 109 local levels in Lumbini Province and relevant provincial and federal institutions on Gender Responsive Budgeting and the “Leave No One Behind” approach. It also carried out dissemination and orientation on the National Population Policy, 2082, advanced procedures for a hospital-based Death Registration Management System (DRMS), and prepared a draft procedure for the Birth Registration Management System (BRMS).
The report also records public-accountability and regulatory activities. During the period, the ministry received 379 complaints and grievances, of which 176 were resolved while 203 remained under investigation or correspondence, giving a reported resolution rate of 46%. Other work included environmental assessments and approvals for health institutions, coordination on medicines and health services, regulation and quality monitoring, international cooperation, and administrative and financial management across the ministry.
