Health Ministry Directs Hospitals and Health Agencies to Set Measurable Performance Indicators for Every Post

The Ministry of Health and Population has circulated a government directive requiring health-sector offices and institutions to develop objective performance indicators for employees at every level. The move follows a Council of Ministers decision under the government’s administrative reform programme to link individual employee performance more directly with measurable results. The original circular from the Ministry of Federal Affairs and General Administration requires public bodies to establish clear indicators for each position based on its assigned duties.

Under the directive, offices must first review and update the job description of every post and then prepare performance indicators based on those responsibilities. The prescribed format requires institutions to identify the employee’s duties and activities, define measurable performance indicators, set targets and deadlines, record actual achievements, calculate performance scores or percentages, and specify the evidence used to verify results. The government says this framework is intended to make staff evaluation more objective and directly tied to outputs rather than relying only on general assessments.

The Health Ministry has forwarded the instructions to a wide range of bodies, including its departments, national centres, hospitals, medical institutions and other subordinate agencies. These include bodies working in health services, Ayurveda, drug administration, medical treatment, training, laboratories and major federal hospitals. Institutions have been asked to prepare the indicators using the prescribed format and provide the required information, including an Excel soft copy, to the ministry.

The initiative forms part of the government’s broader effort to introduce performance-based public administration, strengthen accountability and create a clearer link between an employee’s official responsibilities, expected targets and actual achievements.
