Government Seeks Local-Level Feedback to Revise Agriculture, Livestock and Fisheries Programme Guidelines for FY 2083/84

Nepal has asked municipalities and rural municipalities to submit problems, practical experiences and recommendations for revising the procedures used to implement federally funded agriculture, livestock and fisheries programmes at the local level.

The Ministry of Agriculture, Forest and Environment, through its Planning and Development Assistance Coordination Division, has begun revising the procedures governing agriculture, livestock and fisheries programmes implemented through conditional fiscal transfers to local governments. The revisions are being prepared for FY 2083/84, based on implementation experience from the procedures approved and used during FY 2082/83.

The ministry specifically asks local governments to identify problems encountered while implementing the programmes and suggest practical amendments or improvements. The review covers the existing procedures for agriculture-development programmes and livestock/fisheries-development programmes financed through conditional grants, with the aim of making implementation clearer and more effective in the coming fiscal year.

Local levels have been asked to send their comments and recommendations to local.moald@gmail.com by 2083/04/04. The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration subsequently circulated the Agriculture Ministry’s request to all municipalities and rural municipalities and instructed its Information Technology Branch to distribute the notice through official channels.

The exercise is intended to incorporate field-level implementation experience into the revised operating procedures, allowing the government to address practical obstacles before agriculture, livestock and fisheries programmes funded through conditional transfers are rolled out in FY 2083/84.
