The Health Insurance Board has opened applications for the post of Executive Director under the Health Insurance Act, 2074. The vacancy notice, first published on Asar 31, 2083, gives eligible candidates 10 days to apply, with applications accepted at the Board’s secretariat in Babarmahal, Kathmandu until Shrawan 8, 2083, within office hours. Applicants must hold at least a master’s degree in economics, management, law, medicine, public health or health economics, have at least 10 years of relevant experience, meet the statutory eligibility requirements, and be 65 years of age or younger.
Candidates must submit citizenship, academic and experience certificates, personal details, photographs, a self-declaration and proof of paying the Rs 5,000 application fee. They are also required to submit a four-year business and financial action plan of up to 5,000 words covering the Board’s institutional concept, existing problems, challenges and opportunities, future strategies and leadership approach. Three copies of the plan are required, including anonymised copies for evaluation, along with hard and soft copies of the presentation.
The approved selection procedure provides a 100-mark evaluation system: 20 marks for experience, 30 for the business and financial action plan, 30 for its presentation and 20 for the interview. Up to 10 candidates may be shortlisted based on experience and action-plan scores, while the final committee will recommend up to three highest-scoring candidates to the Government of Nepal for appointment. If fewer than five applications are received, the committee may reopen applications for five additional days; false or incomplete applications may be rejected at any stage.
The attached Health Insurance Act specifies that the Executive Director serves as the Board’s full-time administrative head for a four-year term, with the possibility of one reappointment. The role includes preparing health insurance policies, strategies, budgets and programmes; overseeing training, research, monitoring and evaluation; managing contracts and payments to service providers; maintaining financial controls; implementing Board decisions; and preparing annual reports.
