PMO Reports 384 Cabinet Decisions, 32,067 Complaints Cleared in Fourth Quarter

Nepal’s Office of the Prime Minister and Council of Ministers reported major governance reforms during the final quarter of FY 2082/83, including 384 Cabinet decisions, action on stalled development projects, expanded digital monitoring and the clearance of more than 32,000 public grievances.

The Office of the Prime Minister and Council of Ministers (OPMCM) has released its fourth-quarter report for fiscal year 2082/83, covering Baisakh to Asar 2083. During the period, the Council of Ministers held 21 meetings and made 384 decisions, while eight meetings of Cabinet committees produced another 12 decisions. The office also coordinated implementation of the government’s 100-point governance reform agenda, introduced the Government of Nepal (Allocation of Business) Rules, 2083, advanced Business Process Re-engineering (BPR), promoted a “Zero Pending File” campaign and finalized organizational and management restructuring work. The report also says officials were directed to reduce delays and irregularities, strengthen transparent decision-making and make office heads more accountable for service delivery and corruption control.

Development monitoring and public grievance management were major areas of activity. The government reviewed long-delayed and troubled infrastructure projects, with a task force conducting detailed analysis of 578 contracts and recommending measures to resolve their problems. Field monitoring was carried out on projects including the Kaligandaki Corridor and the Narayangadh–Butwal western section, while a fast-track mechanism was developed for major development projects. Through Hello Sarkar, 44,340 complaints were received during the quarter and forwarded to concerned agencies; including previously pending cases, 32,067 complaints were cleared during the quarter. By the end of Asar, the portal had recorded 141,391 complaints overall, of which 87,790, or 62.09 percent, had been resolved.

The report also highlights reforms in human rights, anti-corruption, financial crime control and digital governance. The Cabinet approved the Sixth National Human Rights Action Plan for FY 2083/84–2087/88 and the Second National Strategy and Action Plan for implementing the UN Convention against Corruption. Nepal also reviewed progress on the action plan of the International Cooperation Review Group under the Asia/Pacific Group on Money Laundering and strengthened electronic information-sharing among agencies for anti-money laundering and counter-terrorist financing work. The PMO upgraded government monitoring and complaint-management systems, prepared an institutional-memory framework and responded to 49 Right to Information requests. Financial progress during the quarter stood at 68.26 percent for capital expenditure and 17.07 percent for recurrent expenditure against the respective annual budgets.
