Nepal Orders Local Governments to Speed Up Landless and Squatter Verification Process

Share

Summary:

The federal government has directed all municipalities and rural municipalities to strengthen coordination with district land problem resolution committees after delays were reported in data collection, entry and verification for landless and unorganized settlers.

The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has instructed chief administrative officers of all municipalities and rural municipalities to facilitate and coordinate work related to the management of landless Dalits, landless squatters and unorganized settlers. The directive follows concerns raised by the Land Problem Resolution Committee over slow progress in district-level implementation.

According to the committee’s communication, several operational problems have affected the collection, entry and verification of beneficiary records. It noted that chief administrative officers assigned to district land problem resolution committees have not always been able to attend meetings regularly, while some local governments have created land-related branches but have not deployed adequate staff to them.

The committee also reported insufficient attention and responsibility in identifying applicants, entering collected records and completing verification, resulting in delays in expected progress. The ministry has therefore asked local chief administrative officers to actively support district committees and ensure better coordination so that verification and documentation work can move forward effectively.

The directive is intended to make the land problem resolution mechanism more effective at the local level and accelerate the process of identifying and verifying eligible landless and informal-settlement households for further government action.
