The Government of Nepal, through the Office of the Prime Minister and Council of Ministers, has released the draft Public Procurement Bill 2082 for public feedback and suggestions. The notice invites citizens, experts, stakeholders, and organizations to review the proposed legislation and submit their comments within seven days via email.
According to the draft, the new bill seeks to address weaknesses in the existing Public Procurement Act 2063 by introducing modern procurement practices and digital systems. Key proposed reforms include sector-specific procurement provisions for areas such as health and construction, the use of reverse auctions and Value for Money concepts, expansion of e-Government Procurement (e-GP) systems, performance-based contracting, and measures to control abnormally low bids. The bill also focuses on improving transparency, accountability, and effective use of public funds.
The government states that the proposed reforms are expected to enhance service delivery, strengthen fair competition, reduce procurement delays, and support sustainable development goals (SDGs). The draft also emphasizes increased use of digital technology and clearer legal provisions to improve procurement management and minimize irregularities in public projects.
