The Office of the Prime Minister and Council of Ministers has prepared a progress report on the implementation of the FY 2082/83 policy, program and budget action plan up to Chaitra 2082. The report was prepared through the Integrated Online Monitoring System (IOMS), which tracks annual action plans, activities, milestones and performance indicators of ministries and central agencies.

According to the report, the action plan initially had 703 activities and 1,088 milestones, but after reprioritization following the Cabinet decision on public infrastructure reconstruction, service improvement, election cost management, economic recovery and expenditure austerity, the number was adjusted to 683 activities and 1,061 milestones. The report covers 30 ministries and agencies under economic, infrastructure, governance reform and social sectors.

By Chaitra 2082, only 15.1 percent of activities due by the month had been completed, while 78 percent were still ongoing and 6.9 percent had not started. In terms of milestones due by Chaitra, 32.7 percent were completed, 57.1 percent were ongoing and 10.2 percent had not started. The report also notes that among major performance indicators entered in the IOMS, only 37 percent had achieved their targets, while 63 percent had not.

The report identifies delays in procurement, construction, feasibility studies, legal drafting, land acquisition, site clearance, budget implementation and inter-agency coordination as key reasons behind slow progress. It recommends early procurement planning, realistic budget and source assurance, stronger coordination, stricter monitoring, faster problem-solving, better use of IOMS, and more result-oriented planning to improve implementation in the coming months.
