The Office of the Prime Minister and Council of Ministers (OPMCM), through its Information Technology Branch, issued the directive on Asar 19, 2083 (3 July 2026) to all ministries, commissions, secretariats, provincial Chief Minister and Council of Ministers offices, and local governments. The notice says government offices handle official documents whose confidentiality and security must be protected, requiring greater care in the way such records are digitized.

According to the directive, the use of mobile applications to scan government letters, decisions, records and other documents has been increasing. The government warned that scanning sensitive or confidential documents through third-party mobile applications could create risks to their secrecy and information security.

The Prime Minister’s Office therefore instructed government agencies not to use mobile scanning applications, including CamScanner, for scanning official government documents. The directive applies broadly across federal, provincial and local government bodies and is intended to strengthen protection of sensitive administrative information.
