The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has directed local governments to continue performance assessment through the Local Governance Performance Assessment System (LGPAS). The system was developed by integrating and refining different existing assessment mechanisms and is being operated under the Local Governance Performance Assessment (Management and Operation) Procedure, 2082.

The ministry has asked local levels to begin the assessment process for the current FY 2083/84 and ensure continuity of evaluations covering the relevant fiscal years in accordance with the procedure. The directive applies to all rural municipalities, municipalities and district coordination committees, with the aim of creating a more standardized and systematic framework for measuring local-government performance.

From FY 2083/84 onward, the assessment will also examine whether information on completed activities is entered into the LGPAS system on time and properly verified. The ministry says the actual date of work completion, the date information is entered into the system and related verification details will form part of the objective assessment, placing greater responsibility on local governments to maintain accurate and timely performance records.

The ministry has also instructed its provincial and local governance-related units to coordinate implementation, while the Information Technology Branch has been asked to circulate the notice electronically and publish it on the ministry’s website.
