The National Women Commission (NWC) issued the recommendations under its constitutional mandate and asked the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration to collect information on their implementation. The ministry has now directed all local levels to submit the status of implementation of the relevant recommendations within three days. The commission said the progress must be reflected in its reporting on policy recommendations made during FY 2082/83.

Among the key recommendations, local governments are asked to increase direct gender-responsive budget allocations and review their effectiveness, while every local-level judicial committee should have access to a legal officer for mandatory legal advice. The commission also calls for inclusive social and development programmes, orientation for newly recruited employees on gender-based violence prevention, social justice and respectful conduct, and mandatory implementation of 98 days of paid maternity leave and 15 days of paternity/care leave in line with the Safe Motherhood and Reproductive Health Rights Act, 2075.

The recommendations further call for government data and information to be made disaggregated, inclusive and accessible, and for public offices to provide disability- and user-friendly infrastructure, service-delivery systems and staff behaviour. Local governments are also urged to arrange psychosocial counsellors for suicide-prevention and mental-health support.

The commission additionally recommends stronger implementation of the Gender-Based Violence Prevention Fund Operation Rules, 2067, including coordination for long-term rehabilitation homes with integrated services for women affected by violence in all provinces and improved operation of existing rehabilitation centres. Authorities have also been asked to update information on the current status of such facilities.
