The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has circulated a directive to all municipalities and rural municipalities regarding the classification of disability identity cards. The circular follows clarification provided by the Ministry of Women, Children, Gender and Sexual Minorities and Social Security after repeated requests from local governments for guidance on the issue.
According to the directive, the Rights of Persons with Disabilities Act, 2074 provides for the formation of a local coordination committee under Section 42, while Section 43 defines the committee’s functions, duties and powers. Based on these legal provisions, the authority to assess and determine the appropriate classification of disability identity cards rests with the designated local coordination committee.
The government has therefore asked all local levels to ensure that disability identification and classification are carried out through the legally mandated committee rather than through alternative or unauthorized mechanisms. The move is intended to create greater consistency in the issuance and classification of disability identity cards across municipalities and rural municipalities.
The circular reinforces the responsibility of local governments to apply the existing statutory framework when determining disability categories, helping ensure that decisions affecting persons with disabilities follow an authorized and standardized process.
