The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration issued the public notice on Asar 22, 2083 (6 July 2026) concerning buildings and other structures used by employee unions and organizations. The ministry notes that an ordinance published in the Nepal Gazette in 2083 amended relevant laws and repealed provisions governing civil-service employee trade unions under the Civil Service Act, 2049.

The notice says several organizations that previously held the status of national-level trade unions had been granted rights to use government-owned land under an earlier Council of Ministers decision. Following the legal change and subsequent government decisions, organizations that obtained such land and constructed buildings or other structures on it—or rented those facilities to others—have been instructed to vacate the premises within three days of publication and hand over the property, along with relevant ownership and documentation records, to the ministry’s concerned administrative unit.

The notice applies to eight organizations: Swatantra Rastrasewak Karmachari Sangathan, Nepal Madhesi Civil Service Employees Forum, Nepal Civil Service Employees Organization, Nepal Civil Service Employees Union, Nepal National Civil Service Employees Organization, Unified Government Employees Organization Nepal, Nepal Health Workers Association, and Madhesi Health Workers Forum Nepal. The ministry warns that organizations failing to comply within the deadline will face action under prevailing law.

The move follows government decisions concerning the return and management of public land previously provided for use by employee organizations. The ministry has asked the concerned bodies to complete the handover within the stated deadline so the government can take formal control of the land, buildings and associated structures.
