The action plan, circulated through the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, sets out a coordinated framework for tackling gender-based violence across the country. It brings together responsibilities of the Home Ministry, health authorities, police, provincial governments and local levels, with an emphasis on prevention, survivor-centred response, institutional accountability and better implementation of existing laws and policies.
A major focus is improving services for survivors through One-Stop Crisis Management Centres, hospitals, shelters, psychosocial counselling, legal aid, emergency referral and rehabilitation. The plan also calls for stronger protection measures for women, children and other vulnerable groups, better coordination between police, health institutions and local governments, and expanded access to trained personnel and specialized services.
The document places significant emphasis on public awareness, community engagement and prevention, including campaigns against harmful social practices, improved reporting mechanisms, stronger surveillance and monitoring systems, and wider use of data to identify high-risk areas and gaps in service delivery. It also calls for closer cooperation with civil society, professional bodies and local institutions.
The plan further assigns clear institutional responsibilities for implementation, monitoring and reporting, including coordination committees and designated agencies at different levels of government. Its broader goal is to reduce violence, ensure timely support for survivors and make Nepal’s response system more consistent, accessible and accountable nationwide.
