The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration issued the directive on Asar 30, 2083 (14 July 2026) to all local levels. The action follows correspondence from the National Vigilance Centre, which reported receiving complaints that some local governments were not publicly disclosing decisions of their assemblies and executives and were also failing to publish other information on a regular basis.

The ministry said regular disclosure is necessary to strengthen transparency, accountability, citizens’ access to information and good governance in work carried out by local governments. It cited the Right to Information Act, 2064, the Right to Information Regulations, 2065, the Local Governance Performance Evaluation Procedure, 2082, and other prevailing laws as the legal basis for ensuring access to public information.

Local governments have therefore been asked to make arrangements for the timely publication and public disclosure of information and decisions concerning public matters, while excluding only information that must legally remain confidential. The ministry also instructed its Information Technology Branch to upload the notice to the ministry’s website.
