The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration issued the directive on Asar 18, 2083 (2 July 2026) to ministries, commissions, secretariats, government agencies, provincial governments and local levels. The ministry said continuous capacity development is necessary to make public services more effective, transparent, service-oriented and technology-friendly, particularly for employees working directly in service-delivery institutions.

The ministry noted that conventional training often requires employees to attend programmes physically, creating additional costs and potentially interrupting regular public services. Frequent staff transfers can also mean trained personnel are moved elsewhere, reducing the long-term benefit of classroom-based training. To address these challenges, agencies have been asked to develop e-learning modules that employees can study independently online.

The digital modules should explain service procedures, required documents, expected service-delivery time, relevant legal and policy provisions, frequently asked questions (FAQs), service standards and practical examples, along with other useful digital learning content. Agencies are expected to coordinate as necessary so official staff can receive standardized online learning related to the services they provide.

The directive also calls for an online assessment or test after completion of the modules, with successful participants receiving a digital certificate. The Nepal Administrative Staff College has been copied on the directive, while the ministry’s Local Level Coordination Branch has been asked to coordinate with local governments and the Information Technology Branch to publish the notice online.
