Issued under the Development Committee Act, 2013 (BS), the Sushil Koirala Prakhar Cancer Hospital Development Committee (Formation) Order, 2073 establishes a formal body to operate and develop the hospital. Its stated purpose is to support high-level cancer study and research, develop necessary skilled human resources, diagnose and treat cancer patients, and provide high-quality health services that help patients maintain a dignified life. The order places the committee’s office in Khajura, Banke, and also records the renaming of the cancer hospital operated under Shri Prakhar Paropakar Mission Nepal, Khajura as Sushil Koirala Prakhar Cancer Hospital.
The committee is headed by a Ministry-nominated chairperson and includes cancer specialists, a representative of the Health Ministry’s medical division, a representative of Prakhar Paropakar Mission, the district health/public-health office chief, a representative of the local industry and commerce sector, a representative of the relevant local body, and nominated local social workers, including a woman. The hospital chief serves as member-secretary, while nominated members generally have a three-year term. The committee may also invite government experts, professionals or employees to its meetings when necessary.
Its powers cover the hospital’s overall management and operation, mobilization of financial and other resources, review of hospital performance, human-resource development, preparation of short- and long-term development plans, protection and expansion of physical infrastructure, approval of budgets and determination of service charges. The committee must also submit annual reports to the ministry and can undertake other activities necessary to achieve the hospital’s objectives. Meeting and decision-making procedures, delegation of authority, staff appointments and employment conditions are also set out in the order.
The hospital development fund may receive government grants, local contributions, donations from individuals or organizations, income from hospital services, funds associated with Prakhar Paropakar Mission and other lawful sources. Accounts are subject to internal controls and formal audit, and the ministry may inspect financial records and issue binding directions. The committee must submit its annual activity report within three months of the end of each fiscal year, while rules creating financial liabilities require prior ministry approval.
