The Ministry of Health and Food Hygiene has circulated a directive from the Office of the Prime Minister and Council of Ministers (OPMCM) requiring subordinate bodies to begin procurement procedures for programmes and projects planned for fiscal year 2083/84 within Shrawan. The instruction is intended to accelerate implementation by ensuring procurement work starts at the beginning of the fiscal year rather than being delayed until later months.

According to the attached OPMCM letter, ministries and agencies must begin activities such as publishing invitations for bids and other procurement notices during Shrawan for programmes whose preparatory work has already been completed. The directive refers to the government’s “zero-day procurement policy,” under which procurement should begin from the start of the fiscal year to improve timely budget execution and project delivery.

The OPMCM has also asked ministries to submit weekly progress reports in a prescribed format, including the name of the project or programme, estimated cost, date of bid invitation, responsible official and relevant remarks. The Health Ministry has forwarded the directive to all its subordinate institutions and asked them to comply and provide the required information for onward reporting.
