The Ministry of Home Affairs has released its Annual Development Programme for fiscal year 2083/84, allocating about Rs 107.95 billion to the ministry and its subordinate agencies. Of the total, around Rs 89.84 billion is for recurrent expenditure and Rs 18.11 billion for capital spending. The programme links the ministry’s activities with the government’s wider priorities on good governance, internal security, anti-money laundering, disaster preparedness, digital service delivery, border management and institutional reform. It also provides Rs 1.528 billion in Indian grant assistance for construction of the National Police Training Academy.
A major emphasis is on modernizing Nepal Police and the Armed Police Force through technology and infrastructure. Planned investments include body-worn cameras, an Automated Biometric Identification System, police drones, search-and-rescue drones, anti-drone equipment, a national CCTV grid, secure databases, AI and advanced analytics capabilities, command-and-control centres and new police buildings. The Armed Police Force will receive investment for Border Out Post infrastructure, security systems, vehicles including water cannons and fire engines, and other equipment, while the government plans to develop the APF as a specialized professional force for international border security.
The programme also prioritizes disaster risk reduction, immigration, national identification and citizen services. Disaster-related plans include strengthening District Emergency Operation Centres, purchasing search-and-rescue and firefighting equipment, lightning-risk reduction, landslide and extreme-weather studies, hazard mapping and specialized rescue training. Immigration upgrades include the Advanced Passenger Information System, e-gates, upgraded border-control systems, biometric systems and digital visa facilities. The National ID programme will expand NIDMIS, e-KYC and authentication services, smart cards and data infrastructure, while district and area administration offices are to introduce more one-stop and digitally integrated public services.
Other priorities include transforming prisons into rehabilitation-oriented correctional institutions, building and upgrading prisons, expanding inmate health insurance and skills training, strengthening management of criminal assets, and implementing actions linked to Nepal’s AML/CFT grey-list exit plan. The ministry has also allocated programmes for drug-user surveys, school and college awareness campaigns, drug-control operations and rehabilitation-centre support. Overall, the document presents technology-driven policing, preventive disaster management, integrated identification systems and citizen-friendly administration as the Home Ministry’s central development priorities for FY 2083/84.
