The Government of Nepal has clarified its position on permanent recruitment as it restructures the federal administration following the reduction of the number of ministries from 22 to 18. According to a press release from the Office of the Prime Minister and Council of Ministers, an Organization and Management (O&M) Survey is in its final stage to determine the organizational structures and staffing requirements of merged and newly formed ministries and their subordinate agencies.

The government said the survey could reduce the number of approved positions in several categories, potentially leaving some existing employees surplus to sanctioned staffing levels. To facilitate the adjustment of such employees, a meeting of government secretaries on Shrawan 4, 2083 decided that ministries and agencies should not request the Public Service Commission to permanently fill posts without prior approval from the Office of the Prime Minister and Council of Ministers.

However, the government clarified that this does not amount to a complete halt in permanent recruitment. Requests will continue to be sent to the Public Service Commission through the regular process when appointments are necessary, including where vacancies remain after surplus employees have been managed or where vacant positions exist under newly approved staffing structures established through the O&M Survey.
