The Government of Nepal has introduced a new Institutional Memory Operation and Handover Framework aimed at strengthening continuity, transparency, and efficiency in public administration. The framework has been prepared for use by ministries, commissions, secretariats, offices, and other government bodies.
According to the document, government employees who are transferred, retired, or leaving their positions will now be required to formally hand over important institutional information and ongoing work details to incoming officials. The handover template also requires details of software systems, source codes, coordination mechanisms, ongoing programs, unfinished works, and contacts of responsible officials to be maintained systematically. The government believes this will help reduce disruptions caused by staff transfers and preserve institutional knowledge within public offices.
The framework further emphasizes accountability and governance reform by requiring officials to identify existing operational problems, recommended improvements, and areas needing policy or administrative reform. At the end of the process, both outgoing and incoming officials must officially sign the institutional memory handover document.
