Women Ministry to Hire GBV Service Provider for World Bank-Funded Response Project

The Ministry of Women, Children and Senior Citizens is seeking a specialized service provider to support gender-based violence prevention and response services in selected municipalities of Koshi and Lumbini provinces.

The Ministry of Women, Children and Senior Citizens has prepared a Terms of Reference to recruit a Gender-Based Violence Service Provider under the World Bank-funded project “Institutionalizing Gender Based Violence Response in Nepal.” The project aims to increase women’s and girls’ access to multisectoral GBV prevention and response services.

The project will be implemented in selected municipalities of Koshi and Lumbini provinces, including Mechinagar, Urlabari, Dhankuta, Bhotkhola, Tilottama and Ramgram. It is expected to directly benefit around 49,000 women and girls who have experienced violence by improving access to quality services, referral systems and survivor-centered support.

The selected service provider will support federal, provincial and local governments by strengthening GBV coordination mechanisms, training frontline workers, developing guidelines and standard operating procedures, and supporting services such as safe spaces, mobile clinics, case management, psychosocial support, referral pathways and community response models. The provider will also help improve GBV data management and monitoring systems.

The contract is expected to run for 24 person-months, tentatively from April 2026 to March 2028, subject to project extension. The required team includes a team leader, two GBV officers, a monitoring and evaluation expert, psychosocial counsellors and a data specialist. The service provider must have strong experience in GBV prevention and response, survivor support, ethical data management, community engagement and donor-funded project implementation.
