Nepal Health Ministry Compiles 35 Key Health Laws and Regulations Into Single Legal Reference

Nepal’s Ministry of Health and Population has brought together a wide range of health-sector legislation in a single compilation titled Collection of Health Acts and Regulations. The contents show 21 Acts and 14 sets of regulations and procedures, providing a consolidated legal reference for health professionals, regulators, institutions and policymakers.

The collection includes foundational laws such as the Epidemic Control Act, Infectious Disease Act, Nepal Medical Council Act, Drugs Act, Nepal Health Service Act, Nepal Nursing Council Act, Nepal Health Professional Council Act, and legislation governing major health institutions including the BP Koirala Institute of Health Sciences, Patan Academy of Health Sciences and Karnali Academy of Health Sciences. It also covers laws on organ transplantation, iodized salt, tobacco control, pharmacy regulation and the protection of health workers and health institutions.

The regulatory section contains rules on drug registration, drug inspection, pharmaceutical manufacturing standards, medicine quality, health services, kidney transplantation, safe abortion services and tobacco-product control. The compilation therefore serves not as a new standalone law, but as a centralized reference to Nepal’s existing health-sector legal framework, bringing decades of legislation and subsequent amendments together in one document.
