Health Ministry Orders All Subordinate Agencies to Introduce Position-Based Performance Indicators

The Ministry of Health and Population has circulated a government directive requiring its departments, hospitals, centres and other subordinate institutions to develop performance indicators for each employee position. The move follows a Council of Ministers decision on administrative reform that seeks to make public-sector performance more measurable, result-oriented and directly connected to the duties assigned to individual posts.

Under the directive, institutions must first review and update the job description of each post and then prepare performance indicators based on the actual responsibilities of that position. The attached format requires agencies to record the employee’s major duties and activities, measurable indicators, targets, timelines, actual achievements, performance scores or percentages, and the documentary evidence used to verify results. A sample completed format included in the document shows how specific responsibilities can be translated into measurable targets and deadlines.

The Ministry of Federal Affairs and General Administration had instructed public bodies to complete such indicators within the prescribed period, and the Health Ministry has forwarded the requirement to a broad range of health-sector bodies, including departments, national centres, laboratories, Ayurveda institutions, major hospitals and other federal health agencies. The institutions are also required to submit the completed information to the ministry in the prescribed format, including an Excel soft copy.

The initiative is intended to strengthen accountability, objective staff assessment and performance-based administration by creating a clearer connection between an employee’s official responsibilities, expected outputs and actual results.
