Nepal Cabinet Clears New Pay Scales, Offshore Bonds and Major Investment Incentives in Sawan

The Government of Nepal approved a broad package of economic and administrative measures through Cabinet meetings held on Sawan 6, 13, 20 and 26, 2083. Among the key decisions, the government approved revised salary scales for civil servants and public office holders effective from Sawan 1, granted full exemption from the education and health equity levies imposed under the Economic Act 2083, and appointed new leadership to several public bodies, including the Electricity Regulatory Commission and the National Disaster Risk Reduction and Management Authority.

In a major capital-market and investment move, the Cabinet authorized the International Finance Corporation and Asian Development Bank to issue Nepali-rupee-denominated offshore bonds in international debt markets over the coming decade to mobilize up to USD 200 million equivalent for investment in Nepal’s private sector. The government also approved a strong incentive package for international scheduled flights from Pokhara and Gautam Buddha international airports, waiving parking, landing and navigation charges entirely and cutting ground-handling fees by 50 percent until the end of Bhadra 2085.

The Cabinet also increased support for agricultural insurance, maintaining an 80 percent premium subsidy on policies up to Rs 10 million and a 50 percent subsidy on the portion above that threshold. It set a target to complete the Kathmandu-Tarai/Madhesh Fast Track by the end of Chait 2086, approved land for an Ayurveda health centre in Kalikot, and cleared several legislative initiatives covering passports, telecommunications, mass communication, child labour, human trafficking, infectious animal diseases and aviation liability.

Senior appointments included Prof. Dr. Ashish Govinda Amatya as executive director of Shahid Gangalal National Heart Centre, Yangki Ukyab as CEO of the Investment Board, Nagendra Sah as executive director of Nepal Oil Corporation, Harish Singh Thapa as registrar of the Nepal Pharmacy Council and Parbati Bista as registrar of the Nepal Nursing Council. The Cabinet also approved 737 temporary officer-level posts under the youth and labour sector, declared four people killed in protests in Sunsari and Siraha as martyrs, and decided to make public the investigation report on Ncell’s share purchase and sale.
