The Government of Nepal has directed all municipalities and rural municipalities to provide detailed records of assistance delivered to victims of the country’s armed conflict. According to a circular issued by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration on Ashoj 22, 2083 BS, the instruction follows a request from the Truth and Reconciliation Commission (TRC) dated Ashoj 20, 2083 BS. The commission is collecting information to support its investigation and documentation of serious human rights violations committed during Nepal’s armed conflict. Local governments have been asked to report the relief, compensation, facilities, support and other financial assistance provided to conflict victims within their jurisdictions.
The Truth and Reconciliation Commission stated that the information is required for its ongoing work concerning human rights violations committed during the armed conflict and the provision of relief to affected individuals. The commission has requested details of the assistance already provided by local governments, including the nature and financial value of support extended to victims. The initiative seeks to establish a consolidated record of assistance delivered to conflict-affected individuals and families, allowing the commission to obtain relevant information from local authorities as part of its transitional justice responsibilities.
As specified in the request form attached to the circular, local governments must submit the victim’s name and address, type of assistance provided, amount of financial support, date of assistance and any relevant remarks. The commission has instructed concerned authorities to provide the information within 30 days, using the prescribed format. Responses can be submitted electronically to trcbabarmahal@gmail.com or info@trc.gov.np. The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has circulated the request to all municipalities and rural municipalities, urging them to cooperate and provide the necessary records.
The Truth and Reconciliation Commission’s information-gathering initiative forms part of its broader mandate to investigate conflict-era human rights violations and address issues concerning victims. The collected records may help the commission assess the assistance already provided and identify relevant information for its ongoing work. The ministry has also directed its Information Technology Section to disseminate the circular through official channels. The documents do not announce a new compensation scheme or additional relief payments; instead, they require local governments to disclose details of assistance previously provided to conflict victims, supporting documentation, transparency and coordination within Nepal’s transitional justice process.
