Summary:

he Department of National Personnel Records has announced that retirement, gratuity, accumulated leave and medical treatment expense-related services for civil servants will be processed through online systems from Kartik 1, 2083 BS, as part of the government's digital transformation initiative.

The Government of Nepal has announced the mandatory use of online systems for key civil service retirement and benefit-related services, beginning Kartik 1, 2083 BS. According to a public notice issued by the Department of National Personnel Records (Rastriya Kitabkhana), the government is gradually transitioning its services to digital platforms to ensure simpler, more accessible and efficient service delivery. The department has been preparing to implement the E-Sheetroll and E-Pension systems for the civil service branch, aiming to replace conventional paperwork with digital procedures and improve administrative efficiency in personnel record management.

Under the new arrangements, services provided by the department’s civil service branch, including pension-related retirement benefits, gratuity, accumulated leave payments and medical treatment expenses, must be processed through the designated online system from Kartik 1, 2083 BS. The department stated that the decision was made to improve service accessibility, reduce administrative complications and streamline the management of employee records and financial entitlements. The transition applies to the specified services handled by the department’s civil service branch, rather than every personnel administration function across government offices.

For E-Sheetroll-related services, concerned employees have been instructed to visit the department’s official website, pis.gov.np, and follow the instructions provided there. In the case of E-Pension, concerned government offices must formally request user credentials to access the online application system. Such requests must include the office’s registration number, name, designation, email address and telephone number. The required information should be submitted through the department’s designated email addresses, it@pis.gov.np or info@pis.gov.np, to facilitate access to the digital pension processing system.

The department has also stated that information regarding E-Pension implementation will be communicated through the District Treasury Controller Offices and District Accounts Controller Offices in all 77 districts. The notice emphasizes cooperation from concerned government offices and employees to ensure the smooth adoption of the digital systems. The initiative represents another step in Nepal’s efforts to modernize public administration, improve civil service record management and strengthen the efficiency of pension and employee benefit processing. The notice does not announce changes to pension eligibility, benefit amounts or retirement age; it specifically concerns the shift to online processing of existing services.
