Nepal Introduces Standardized Application Forms Across Government Offices to Simplify Public Services

The Government of Nepal has approved the “Guidelines on Application Forms Used in Government Offices and Their Implementation, 2083” to replace differing application formats with a more uniform system across federal, provincial and local government offices and other public bodies. The guidelines aim to make public services simpler, faster, transparent, citizen-friendly and technology-based while reducing the time, effort and cost required for citizens to obtain government services. Each office must prepare a separate, clear and easy-to-understand application form for every public service it provides, primarily in Nepali and, where necessary, also in English. Forms must include essential information such as the applicant’s details, requested service, required declarations, date, signature and list of supporting documents.

Government offices are required to begin implementing the system within seven days of the guidelines taking effect by listing their services, preparing standardized forms, obtaining approval from the office head and publishing them on notice boards and official websites. Application forms must generally be available free of charge, while offices are also required to make them accessible through digital channels such as websites, QR codes, electronic forms and online systems. Citizens should be able to download, fill, print or submit applications electronically where possible, while offices are encouraged to provide computers, tablets or digital kiosks for self-service. Citizen charters must also be updated with information on procedures, processing time, responsible officials, fees and other requirements.

The guidelines additionally require every office to establish a service facilitation desk to help citizens complete applications and understand required documents, with assistance provided without charge. They prohibit unauthorized intermediaries or brokers from operating inside or around government offices and bar officials from directing applicants toward particular outside service providers. Office heads will be responsible for implementation, while the National Vigilance Centre and designated monitoring authorities may conduct inspections, review electronic systems and assess complaints and public feedback. Offices must submit implementation progress reports every three months, officials may face action for non-compliance, and institutions or employees demonstrating exemplary implementation may be recognized or rewarded.
