The Government of Nepal has initiated the phased implementation of the Animal Slaughterhouse and Meat Inspection Act, 2055, across local governments in the Kathmandu Valley. According to a notice published by the Ministry of Agriculture and Livestock Development in the Nepal Gazette on Bhadra 1, 2083 BS, the government exercised its authority under Section 1(2) of the Act to determine when the legislation would come into force in different areas. The announcement establishes a timetable for enforcing the legislation across Kathmandu, Bhaktapur and Lalitpur districts, marking an important step toward strengthening the regulation of animal slaughterhouses and meat inspection.
Under the implementation schedule, the Act came into force in all local governments of Kathmandu, Bhaktapur and Lalitpur districts from Mangsir 1, 2083 BS. However, the government has established earlier implementation dates for selected urban areas. Metropolitan cities, sub-metropolitan cities and municipalities within the three districts were scheduled to come under the legislation from Magh 1, 2082 BS, while rural municipalities outside the Kathmandu Valley’s three districts are scheduled for implementation from Shrawan 1, 2084 BS. The Gazette notice outlines these geographical distinctions to clarify the applicability of the law across different levels of local government.
The Ministry of Federal Affairs and General Administration subsequently issued a circular dated Bhadra 25, 2083 BS, instructing all rural municipalities and municipalities to take the necessary steps to implement the legislation. The circular refers to an earlier communication from the Ministry of Agriculture and Livestock Development and the official Gazette notification. It directs local governments to act in accordance with the published notice and coordinate the necessary administrative arrangements. The Agriculture Ministry had also requested the circulation of the notification to all local levels to facilitate nationwide implementation.
The Animal Slaughterhouse and Meat Inspection Act, 2055, provides the legal framework for regulating animal slaughterhouses and meat inspection in Nepal. Its phased enforcement is intended to support the implementation of meat inspection and slaughterhouse oversight requirements within the areas and dates specified by the government. While the uploaded documents establish the implementation schedule and administrative instructions, they do not detail new inspection procedures, licensing requirements or penalties. The latest circular emphasizes the responsibility of local authorities to implement the existing legislation in accordance with the government’s published timetable.
