The letter, dated 2083/04/19, concerns the implementation of a campaign against caste discrimination and untouchability and asks local authorities to take necessary action in accordance with the attached communication.

The campaign follows concerns over incidents involving violence against women, caste-based discrimination, untouchability, discrimination, and social exclusion. The Ministry of Women, Children, Gender and Sexual Minorities and Social Security stated that addressing such issues requires improvements in the legal and administrative environment as well as effective coordination and cooperation among relevant authorities.

The ministry has specifically requested that all local levels conduct special programmes against discrimination and untouchability, including programmes at the ward level, and take the necessary initiative to run a broader campaign against caste discrimination and untouchability. The attached letter also refers to a government-level decision dated 2083/04/05 supporting the campaign.

The federal ministry has asked local governments to implement the request and coordinate with the relevant authorities. It has also directed that the information be circulated electronically to all municipalities and rural municipalities and uploaded to their websites where applicable.
