The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration issued the directive on 2083/04/04 amid increased risks from continuous rainfall, floods, landslides and other disaster-related incidents across the country. The ministry said uninterrupted administrative presence is necessary to make disaster management, rescue, relief, coordination and public service delivery more effective.

Officials have been instructed not to leave their offices during sensitive disaster periods and to remain actively involved in coordination, facilitation and decision-making. Those already on leave have been asked to shorten their leave and return to their offices as soon as possible to resume their assigned responsibilities.

Local and district authorities must also maintain close coordination with District Administration Offices, security agencies, provincial authorities and relevant federal bodies, particularly for disaster information, rescue and relief operations, damage reporting and other urgent response activities. If an official must leave the office because of exceptional circumstances, they should do so only after obtaining approval from the appropriate authority and ensuring that responsibilities are properly handed over.
