The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration issued the circular on 2083/04/06 following a request from the Ministry of Agriculture, Forest and Environment. The reporting requirement covers programmes transferred to provincial and local governments through the Department of Agriculture and Department of Livestock Services with the aim of increasing agricultural production and productivity. Local governments have been asked to compile implementation progress and submit it in the prescribed format.

The Agriculture Ministry’s attached instruction says the reports should follow the approved monitoring framework for conditional grants and should cover the programmes implemented during FY 2082/83. The standardized forms on pages 3–5 seek information such as the programme or project name, approved budget, expenditure, physical and financial progress, implementation status, outputs and other activity-specific details, allowing the federal government to compare performance across local levels.

Separate reporting channels are provided for the two sectors. Agriculture-related progress reports are to be sent to doanepal.reporting@gmail.com, while livestock-related reports are to be sent to dls.localprovincepragati@gmail.com. The ministry also directed its Information Technology Branch to circulate the notice through official channels so that concerned local governments can complete and submit the required information.

The move is intended to strengthen monitoring, accountability and evidence-based review of federally financed agriculture and livestock programmes, while providing the government with consolidated information on whether conditional grants are translating into expected activities, outputs and improvements in production and productivity.
