Share

Summary:

The Ministry of Energy, Water Resources and Irrigation has invited public comments on hydropower licensing, electricity procurement, project development and the implementation of reforms allowing power purchase agreements (PPAs) for projects totaling up to 1,800 MW.

The Government of Nepal has invited public suggestions, feedback and complaints regarding the licensing process for electricity projects, as part of its efforts to improve hydropower development and implement electricity sector reforms. According to a notice issued on Baisakh 15, 2083 BS, the Ministry of Energy, Water Resources and Irrigation referred to the Cabinet’s decision of Chaitra 13, 2082 BS, approving the Governance Reform Action Plan. The plan includes provisions to address obstacles affecting electricity generation, transmission, distribution and exports, alongside measures to accelerate the development of hydropower projects.

A key provision highlighted in the notice concerns the implementation of reforms relating to Power Purchase Agreements (PPAs). To support implementation, a committee was formed through a ministerial-level decision on Chaitra 19, 2082 BS to examine electricity project licensing procedures, complexities and potential irregularities and to recommend improvements.

The ministry has requested concerned stakeholders to submit opinions, suggestions, feedback or complaints, supported by relevant evidence where applicable, within seven days of the notice’s publication. Submissions can be delivered to the committee’s secretariat at Room No. 407 of the Ministry of Energy, Water Resources and Irrigation, Singha Durbar, Kathmandu, or sent electronically to info@moewri.gov.np. The notice represents a consultation process and does not announce finalized changes to electricity project licensing rules or confirm that PPAs covering 1,800 MW have already been signed.
