The Government of Nepal has initiated consultations with local governments to improve the distribution and management of subsidized chemical fertilizers across the country. According to a circular issued by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration on Ashoj 22, 2083 BS, the directive follows a letter from the Ministry of Agriculture, Forests and Environment dated Ashoj 21, 2083 BS. The Agriculture Ministry is reviewing the Subsidized Fertilizer Distribution Management Procedure, 2082, along with the Fertilizer Distribution Information Management System, to address problems identified during implementation and strengthen the effectiveness of fertilizer supply and distribution.
The Ministry of Agriculture, Forests and Environment stated that the subsidized fertilizer distribution framework was introduced to facilitate the supply of agricultural inputs, increase agricultural production and productivity, strengthen food security and contribute to the national economy. However, several issues have emerged during the implementation of the existing procedure and information management system, creating a need for further improvements. The ministry has therefore sought practical feedback from local governments regarding challenges encountered in fertilizer distribution, particularly those affecting operational efficiency, coordination and implementation at the local level.
Under the circular, all municipalities and rural municipalities have been requested to submit their opinions and recommendations by Kartik 28, 2083 BS, through the Agriculture Materials Management and Technology Division of the Ministry of Agriculture, Forests and Environment. The ministry has specifically asked local authorities to identify provisions requiring revision and suggest improvements that could make the distribution framework more effective. The consultation also covers the Fertilizer Distribution Information Management System (FMS), including problems and improvements related to its operation. The Agriculture Ministry has indicated that the feedback will be considered while preparing amendments to the existing procedure and information management arrangements.
The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has circulated the request to all local governments and instructed its Information Technology Section to disseminate the notice through official channels. The Agriculture Ministry has also made the Subsidized Fertilizer Distribution Management Procedure, 2082 (Second Amendment) available through its official website for reference. The consultation represents a preparatory step toward possible regulatory and administrative reforms rather than an announcement of finalized changes. The government aims to make subsidized fertilizer distribution more efficient, transparent and responsive to farmers’ needs by incorporating practical experiences and recommendations from local authorities.
