The Government of Nepal has instructed District Coordination Committees across the country to submit updated information on development projects supported by the Government of India, particularly those implemented through agreements involving the Indian Embassy and local governments. According to a circular issued by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration on Ashoj 13, 2083 BS, the directive concerns projects operating under Memoranda of Understanding (MoUs) between the Embassy of India, District Development Committees and local authorities. The ministry has sought comprehensive information on projects transferred to local governments following administrative restructuring, as well as initiatives implemented through agreements between the Indian Embassy and local governments.
The ministry stated that information is required about projects that have been transferred to local authorities or remain incomplete, particularly where formal handover arrangements have not been finalized. The circular follows earlier requests issued on Bhadra 18 and Bhadra 29, 2083 BS, seeking project information from the concerned offices. However, the ministry noted that details had not yet been received from some District Coordination Committee offices, making it necessary to issue a follow-up directive. The request aims to establish an updated record of ongoing, incomplete and transferred development projects supported through Indian financial cooperation.
District Coordination Committees have been instructed to submit the required information in a prescribed format, including the project name and location, implementing agency, agreement date, approved funding amount, project completion deadline, physical progress, expenditure incurred and remaining funds. The circular specifically requires financial information to be presented in Indian rupees, reflecting the funding arrangements associated with the projects. District Coordination Committees must also obtain relevant information from local governments within their jurisdictions to ensure that the submitted records cover projects operating at the local level.
The ministry has requested concerned offices to submit the information by Ashoj 18, 2083 BS, through the Development Assistance Coordination Section’s email address, dcs@mofaga.gov.np. All local governments have been instructed to provide the necessary details to their respective District Coordination Committees, while the ministry’s Information Technology Section has been asked to publish the directive on its official website. The circular does not announce new Indian funding commitments or additional projects; instead, it focuses on collecting existing project information, strengthening administrative coordination and improving oversight of development assistance implemented through local government institutions.
