Nepal Cabinet Approves Major Financing, Policy and Administrative Decisions in Asar

The Government of Nepal approved a wide-ranging set of decisions during Cabinet meetings held on Asar 5, 12, 18, 24, 30 and 32, 2083. Among the most significant financial decisions, the Cabinet accepted a USD 115 million Asian Development Bank loan for the Integrated Water Supply and Sewerage Management Project, a USD 50 million concessional ADB loan for customs and logistics reforms, a JPY 410 million Japanese grant for a human resource development scholarship project, a USD 10 million Korean grant for the second phase of the fruit and vegetable value-chain development project, and EUR 8.85 million from the European Union for the School Education Sector Programme.

The Cabinet also approved several major policy and legal measures, including the National Agriculture Policy, 2083, National Transport Policy, 2083, National Integrity Policy, 2083, National Advertising Policy, 2083, the sixth National Human Rights Action Plan, and the second National Anti-Corruption Strategic Plan. It also approved or advanced amendments and regulations covering public procurement, education, cooperatives, prisons, seed regulation, foreign educational programmes and several other legal frameworks.

A number of high-level appointments and institutional decisions were also made. Dr. Gopal Prasad Bhatta was appointed chair of the Securities Board of Nepal, Prof. Dr. Devendra Bahadur Khatri was appointed vice-chair of the Medical Education Commission, Arjun Ghimire was appointed chair of the Nepal Telecommunications Authority, Umesh Shrestha was appointed chair of the Press Council, and Govinda Bahadur Karki was promoted to Chief Secretary. The Cabinet also approved the operation of Geta Hospital as the teaching hospital of Shahid Dasharath Chand Health Sciences University.

Infrastructure, energy and administrative restructuring featured prominently as well. The government approved forest-land use for several hydropower and transmission projects, including Super Dordi, Super Seti, Langtang Khola, Super Tamor and Bhotekoshi-1, while also approving land acquisition for electricity infrastructure. On Asar 32, the Cabinet endorsed new organization structures and staffing schedules for a large number of ministries and subordinate agencies, including the finance, health, home, energy, education, tourism, communications and infrastructure ministries, marking a broad restructuring of the federal bureaucracy.
