The Government of Nepal has formally established the Dadeldhura Hospital Development Committee under the Development Committee Act, 2013, giving the hospital a structured governance mechanism for institutional development and service delivery. The formation order provides for a government-nominated chairperson, local representation and an executive director, while also defining membership qualifications, tenure, disqualification and procedures for filling vacant positions.
The committee has been assigned responsibility for preparing and approving the hospital’s annual programmes and budget, mobilising financial and physical resources, safeguarding hospital property and expanding medical services. It is also empowered to determine service charges, monitor service delivery, strengthen health-information systems, arrange social audits and recommend improvements to the Ministry of Health and Population.
An Executive Director will be responsible for implementing committee decisions, executing approved programmes, coordinating hospital operations, managing assets and liaising with relevant agencies. The order also allows the ministry to deploy government health-service employees to the hospital and permits additional recruitment when necessary under approved arrangements.
The committee will maintain a dedicated fund financed through federal, provincial and local government grants, hospital service income, domestic contributions and approved foreign assistance. The order requires formal accounting, auditing by the Office of the Auditor General, annual reporting to the ministry and compliance with government directives, establishing a clearer accountability structure for Dadeldhura Hospital’s management and development.
