The Government of Nepal has introduced the Second Amendment to the Interest Subsidy Procedure for Concessional Loans, 2083, expanding access to subsidised credit for families of those killed and individuals injured during the Gen-Z movement. The amendment adds a new loan category allowing eligible beneficiaries to receive self-employment loans of up to Rs 2 million.
Under the revised procedure, a “Gen-Z movement martyr’s family” includes the husband, wife, son, daughter, father or mother of a person recognised by the Government of Nepal or an authorised body as having been killed during the Gen-Z movement. The amendment also creates a dedicated loan category titled “Loans for Gen-Z Movement Martyrs’ Families and Injured Persons” to support self-employment through specified enterprises.
Eligible activities include agriculture and livestock businesses, domestic and small-scale industries, service businesses, information technology-based businesses, tourism enterprises, renewable-energy ventures and startups, as well as other productive and employment-generating businesses designated by the government from time to time. The amendment was issued under authority provided by the Financial Procedures and Fiscal Responsibility Act, 2076.
