The Office of the Prime Minister and Council of Ministers (OPMCM) has invited eligible Nepali citizens to apply for the post of Executive Director of the Software Development and Operation Center. The notice, published on September 4, 2026 (Bhadra 19, 2083), gives applicants seven days to submit their applications to the Digital Governance and Information Technology Division at Singhadurbar. The appointment process is being carried out under Section 13 of the Software Development and Operation Committee (Formation) Order, 2083.

Candidates must hold a master’s degree in an information technology-related subject and have at least 10 years of professional experience in IT. Crucially, at least five of those years must have been spent as a CxO, such as CEO, CTO, CIO or an equivalent position. Applicants must be Nepali citizens without foreign citizenship or permanent or temporary residency status abroad and must satisfy the applicable legal eligibility requirements for public appointment. The required submissions include citizenship and academic documents, proof of professional and C-level experience, a detailed CV and a Business Action Plan.

The selection committee will shortlist candidates before calling those selected to present their Business Action Plans and attend interviews. Following evaluation, three candidates will be recommended to the Council of Ministers, which will make the final appointment. The self-declaration requirements also state that applicants must not currently be members of a political party, must have no conflict of interest with the center, and must meet specified integrity and legal conditions.

The Business Action Plan, meanwhile, is capped at 4,000 words and 10 pages, with the candidate’s identity restricted to the cover page.
