The ministry continued work on systems including LGPAS, personnel-management platforms, employee attendance, online grievance management and local-government reporting, while also advancing plans for a One Stop Service Delivery system. It reports technical support and capacity-building for local governments, improvements to digital information systems, work on local-level revenue and own-source revenue assessment, and cooperation with development partners including KOICA, JICA, Peace Corps Nepal and Australian Volunteers. Disaster-management work included coordination with local governments, the Early Recovery Cluster and Community Based Disaster Risk Management Platform, climate-resilience initiatives and preparation of operating procedures for local-level emergency and recovery work. Capacity-development activities included training for civil servants and local officials, collaboration with national and international training institutions, and work on standard operating procedures and business-process re-engineering.
