The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration published the notice on Asar 17, 2083 (1 July 2026). It states that the concerned employees allegedly failed to return to their designated offices even after the expiry of home leave, study leave or extraordinary leave, while also having obtained or applied for permanent or other foreign residency status. The ministry says the conduct appears to fall under an offence specified in Section 61(1)(g) of the Civil Service Act, 2049.

The notice names Nirmala Wagle, Aakash Joshi and Ramesh Kumar Pokhrel, all Survey Officers under the Nepal Engineering Service, Survey Group, as well as Surendra Prasad Pandey, a Statistics Officer under the Nepal Economic Planning and Statistics Service. The remarks column refers respectively to Permanent Resident, Temporary Resident Visit, Diversity Visa, and Temporary Resident Visit status. The first three are associated with the Department of Survey or offices under it, while Pandey is listed under the ministry’s additional group.

The ministry has asked the four officials to present any legitimate grounds or reasons why disciplinary action should not be taken against them. Under the cited Civil Service Regulations, they have 15 days from publication of the notice to submit their defence, failing which the government may proceed with action under the applicable civil-service law.
