The Office of the Prime Minister and Council of Ministers has released the summary of Good Governance Blueprint 2082, a major reform document prepared to guide improvements in Nepal’s governance, public service delivery, development management, and anti-corruption systems. The blueprint was prepared by a 13-member committee led by Secretary Govinda Bahadur Karki, after studying previous reports, consulting government officials, experts, private sector representatives, civil society, media, and considering public demands raised during the Gen Z movement.
The document covers around 40 governance-related sectors, including intergovernmental coordination, provincial and local governments, budget and revenue systems, industry and investment, tourism, cooperatives, public enterprises, public finance, procurement, infrastructure, education, health, agriculture, land administration, social security, corruption control, internal security, disaster management, digital governance, and civil service administration. It identifies citizens’ expectations and proposes reforms to make government services faster, simpler, transparent, technology-friendly, and citizen-focused.
Key recommendations include clarifying responsibilities among federal, provincial, and local governments, ending duplication in public offices, expanding digital and paperless services, strengthening budget discipline, improving project selection, controlling corruption, making public procurement more transparent, reforming revenue and customs systems, supporting investment and industries, improving cooperatives regulation, and introducing performance-based evaluation in government bodies. The blueprint also stresses stronger grievance handling, better use of public assets, reliable data systems, and accountability of public officials.
