The Ministry of Culture, Tourism and Civil Aviation has published its Proactive Disclosure report for Magh–Chaitra 2082 under the Right to Information Act. The report covers the ministry’s responsibilities, staffing, services, legal frameworks, major work progress, tourism statistics, expenditure, arrears settlement and complaint handling.

According to the report, Nepal recorded 1,162,365 tourist arrivals in 2025, a 1.3 percent increase from 2024. Tourist arrivals by land rose by 18.6 percent, while air arrivals slightly declined by 0.8 percent. The average length of stay increased to 16.34 days, while mountaineering expedition teams rose to 2,590 and royalty collection reached about Rs. 1.26 billion, up 36.38 percent from the previous year.

The ministry reported several policy and reform works during the period. A new Casino Regulation, 2082 has been brought into implementation, the Tourism Bill, 2081 has been registered in the National Assembly, and the draft amendment bill for the Nepal Tourism Board has been submitted to the Council of Ministers. The ministry has also prepared the National Wellness Tourism Strategy 2026–2035 and action plan, formed a committee to prepare for Wellness Year 2027, and sent the Mountain Cleanliness Action Plan 2082–2086 to local levels for implementation.

In aviation, the ministry said bills related to the Civil Aviation Authority and Air Service Authority have been registered in Parliament, while work is ongoing on a new aviation policy, aviation insurance and liability laws, and Nepal’s possible accession to the Cape Town Convention. In culture and heritage, the ministry reported progress on Mithila folk art documentation, UNESCO nomination work for Panauti’s Jya: Punhi Jatra and the Newar community’s Yomari/Punhi heritage, preparation of an ancient monuments protection bill, and heritage-related cooperation with China, India, UNESCO and development partners.
