The Ministry of Home Affairs has issued a standing order directing all concerned agencies, reporting entities, individuals and parties to enforce asset-freeze measures under Nepal’s Targeted Financial Sanctions system. The order, dated 8 May 2026 with Dispatch No. TFS/57 (U-TF), relates to terrorism financing and refers to designated individuals, groups, entities and organizations listed under various United Nations Security Council resolutions.
According to the order, the updated sanctions list is published through the Targeted Financial Sanction System, either on the TFS portal, the Ministry of Home Affairs website, or both. The notice cites Sections 29E and 29F of the Asset (Money Laundering) Prevention Act, 2008, and covers lists designated under UNSCRs including 1988, 1591, 1267, 1518, 2653, 1718, 1844, 1533, 2140, 2127 and 1970, along with successor resolutions related to terrorism financing.
The Ministry has reminded all concerned bodies that they must review the updated list regularly on a daily basis, with an interval of no more than 12 hours. If any asset, fund or direct or indirect benefit is found to be connected with a listed individual, group or organization, it must be frozen immediately, without prior notice or ex-parte action.
The order also requires the freezing of any future assets, funds or benefits that may arise from subsequent updates to the TFS list. The Ministry stated that compliance with the order will be monitored and enforced under the relevant legal provisions, including Section 29G of the Act and Rule 64 of the Asset (Money Laundering) Prevention Regulations, 2024.
