A recommendation committee chaired by the acting chairperson of the Public Service Commission has issued the Procedure on Meetings and Selection for Recommendation of the Chairperson and Members of the Teacher Service Commission, 2083. The procedure governs the selection of the commission’s vacant chairperson and two members, including one woman, for recommendation to the Government of Nepal. Candidates will be selected through public applications, scrutiny of eligibility, evaluation of professional work plans, presentations and interviews.

Applicants must be Nepali citizens, hold at least a master’s degree, be between 40 and 65 years of age, and must not have been a member of any political party for at least two years before appointment. A candidate for chairperson must have experience at the special class level of the Government of Nepal, while candidates for member must have at least 15 years of experience in law, education or administration. Persons convicted of specified serious offences, holding or applying for foreign permanent residency, or blacklisted for unpaid bank or cooperative loans are ineligible. The application fee is Rs 5,000 per post, and applicants must also submit a professional work plan of no more than 5,000 words.

Candidates will be assessed out of 100 marks: 20 for experience, 10 for minimum academic qualification, 30 for the concept paper and professional work plan, 20 for its presentation and 20 for the interview. The professional plan must address the commission’s vision, operational plan, existing problems and opportunities, and future strategy. Based initially on experience and educational qualifications, up to 10 candidates for each position may be shortlisted for the presentation and interview stage. The presentation will last 30 minutes, including 20 minutes for presentation and 10 minutes for questions.

The committee will recommend the highest-scoring candidate for chairperson and the two highest-scoring candidates for member positions, including one woman, according to merit. Public applications will normally remain open for 15 days; if fewer than five applications are received for a post, the committee may issue another seven-day call. Applications containing false or incomplete documents may be cancelled at any stage, while all evaluation records are to remain confidential and be preserved by the Teacher Service Commission secretariat.
