The Government of Nepal has introduced the CTEVT Vice-Chairperson and Member Secretary Recommendation Committee Meeting and Selection Procedure, 2083, establishing a formal process for recommending qualified candidates to fill the vacant leadership positions at the Council for Technical Education and Vocational Training (CTEVT). Prepared under Rule 3A of the CTEVT Regulations, 2051, and the CTEVT Act, 2045, the procedure outlines the eligibility criteria, application requirements, evaluation methods and recommendation process. Under the framework, applicants for the Vice-Chairperson position must hold at least a master’s degree, possess 15 years of professional experience in engineering, agriculture, medical education, forestry, educational administration or technical and vocational education and training, and be between 40 and 60 years of age. Candidates must not be serving as operators or directors of CTEVT-affiliated institutions. For the Member Secretary position, applicants must have completed at least five years of service in a first-class officer position within CTEVT. The procedure takes effect upon approval by the recommendation committee and remains applicable until recommendations for both positions are completed.
The procedure requires the recommendation committee to publish application notices in a national daily newspaper and on the ministry’s website, providing seven days for eligible candidates to apply. Applicants must submit citizenship certificates, academic credentials, professional experience documents and other prescribed supporting materials. Vice-Chairperson candidates may also submit doctoral degree certificates, while Member Secretary applicants must provide evidence of their current positions, training, experience and a professional action plan for the council. For the Vice-Chairperson position, candidates will initially be shortlisted based on academic qualifications and relevant professional experience, with a maximum of five applicants ordinarily selected for the shortlist, although additional candidates may be included if scores are tied. The shortlist will be published on the ministry’s website, and shortlisted candidates will receive at least seven days’ notice before their presentations and interviews.
Under the evaluation system, Vice-Chairperson candidates will be assessed through a 20-mark strategic presentation and a 10-mark interview, focusing on their understanding of CTEVT’s institutional challenges, leadership capacity, management skills and proposed reforms. Candidates must present a strategic plan incorporating a SWOT analysis and a practical reform action plan. Meanwhile, Member Secretary candidates will be evaluated through a 100-mark assessment system, comprising 19 marks for academic qualifications, six for training, 20 for professional experience, 20 for a professional action plan and 35 for presentations and interviews. Their proposed action plans must address institutional management, service quality, regulatory functions, strengthening of affiliated institutions, technical education development, transparency and accountability. The recommendation committee may also consult experts, conduct group discussions and consider potential conflicts of interest during the evaluation process.
Following the assessment, the committee will recommend three candidates for each position to the Government of Nepal through the concerned ministry, based on the prescribed evaluation criteria and merit ranking. Committee decisions are to be reached through consensus wherever possible, with majority decisions permitted when unanimity cannot be achieved. The procedure also requires proper documentation of decisions, preservation of evaluation records and confidentiality during the selection process. The committee’s secretariat will operate under the ministry’s Technical and Vocational Education Division, while the ministry may coordinate necessary administrative support. The document establishes the selection and recommendation framework but does not announce the names of selected candidates, actual application opening dates or final appointment decisions. The initiative seeks to strengthen merit-based leadership selection and institutional accountability within Nepal’s technical and vocational education sector.
