The government has instructed 15 local governments to coordinate the protection, education and rehabilitation of children affected by the Bhotekoshi and Trishuli river floods in Rasuwa, including arrangements for temporary shelter and essential services for children separated from their guardians.

The Government of Nepal has directed 15 local governments to provide necessary coordination and assistance for children affected by the devastating floods in the Bhotekoshi and Trishuli rivers in Rasuwa district. According to official correspondence dated Ashoj 2, 2083 BS, the Ministry of Federal Affairs and General Administration issued the directive following a request from the Ministry of Women, Children, Sexual Minorities and Social Security. The floods, which occurred on Bhadra 10, caused significant damage to property and affected numerous children and families. The government has emphasized the importance of ensuring appropriate protection, access to education and a safe environment for children affected by the disaster, particularly those who have become separated from their parents or guardians.

The Ministry of Women, Children, Sexual Minorities and Social Security stated that various government agencies, non-governmental organizations, social institutions and civil society groups had already undertaken initiatives to support flood-affected children. These included rescue and protection efforts, family tracing and reunification, identification of affected children, preparation of necessary reports and arrangements for alternative care. The ministry also highlighted the need to provide temporary protection to children whose parents or guardians remain missing following the floods. Under the existing arrangements, such children may be accommodated in temporary protection service centres until appropriate family-based care or other protective arrangements can be established.

The government has specifically requested Belkotgadhi Municipality, Bidur Municipality, Uttargaya Rural Municipality, Gosainkunda Rural Municipality, Kalika Rural Municipality, Aamachhodingmo Rural Municipality, Kispang Rural Municipality, Tarkeshwar Rural Municipality, Gajuri Rural Municipality, Siddhalek Rural Municipality, Benighat Rorang Rural Municipality, Gandaki Rural Municipality, Devghat Rural Municipality, Anbukhaireni Rural Municipality and one additional local body identified in the circular to provide the necessary cooperation. The Ministry of Women, Children, Sexual Minorities and Social Security has arranged temporary protection services through the National Child Rights Council, including support from the child welfare service centre operated in Godawari Municipality, Lalitpur. Local authorities have been asked to help identify children requiring assistance and facilitate their access to temporary care, education and other essential support services.

The ministry has also instructed concerned authorities to coordinate with the National Child Rights Council and other relevant organizations to ensure that affected children receive appropriate protection and rehabilitation assistance. Particular attention has been given to children left without guardians due to the floods, with local governments expected to assist in transferring eligible children to designated temporary protection centres and supporting efforts to restore family connections where possible. The circular emphasizes coordinated action among federal ministries, local governments and child protection agencies to safeguard the rights, safety and well-being of flood-affected children. The initiative reflects the government’s efforts to strengthen child protection arrangements during disaster emergencies and ensure continuity of essential care and education for vulnerable children.
