Summary:

The government has approved the Free Education Standards for Gen-Z Movement Martyrs’ Families and Injured Persons, 2083, providing free education up to the bachelor's level, annual school-material allowances of Rs 12,000 to Rs 24,000, and higher education scholarships of up to Rs 30,000 for eligible beneficiaries.

The Government of Nepal has introduced the Free Education Standards for Families of Gen-Z Movement Martyrs and Injured Persons, 2083, establishing educational assistance for families of those who lost their lives and individuals seriously injured during the Gen-Z movement. Approved on Ashoj 2, 2083 BS, by the Ministry of Education and Sports under Section 41 of the Compulsory and Free Education Act, 2075, the standards came into effect immediately. The provisions identify eligible beneficiaries as children and biological siblings of government-declared Gen-Z martyrs, along with individuals holding official identification cards certifying serious or critical injuries sustained during the movement. The initiative aims to ensure equitable access to education, provide essential learning materials and support continued studies through the bachelor’s degree level.

Under the new arrangements, eligible beneficiaries will receive free education at the basic and secondary levels, along with annual financial assistance for school uniforms, textbooks and learning materials. Students studying up to Grade 5 will receive Rs 12,000 annually, while those in Grades 6–8 will receive Rs 16,000 per year. The allowance increases to Rs 20,000 for Grades 9–10 and Rs 24,000 for Grades 11–12. These amounts will be provided through the concerned local governments, which are responsible for verifying beneficiaries and depositing the approved assistance directly into students’ bank accounts. The standards also require private and institutional schools to accommodate eligible beneficiaries within the scholarship quotas prescribed under Section 27(3) of the applicable education legislation.

For higher education, the government has introduced arrangements enabling eligible beneficiaries to pursue studies up to the bachelor’s degree level through reserved university scholarship quotas and financial assistance. Universities must allocate designated places within their existing scholarship quotas for qualifying students, applying the same selection criteria used for other scholarship applicants. Students who are not selected under the reserved quotas will be eligible for financial assistance through the University Grants Commission (UGC), amounting to Rs 30,000 annually or the prescribed academic fee, whichever is lower. The commission will disburse the approved scholarship amount directly into students’ bank accounts following verification and recommendations from their respective campuses. These provisions establish separate support mechanisms for school-level and university-level education.

The standards require beneficiaries seeking school-level assistance to submit applications through their educational institutions to the concerned local governments, while bachelor’s-level applicants must apply through their campuses to the University Grants Commission. Applications must include a beneficiary identification card, citizenship certificate or birth registration document, proof of family relationship where applicable, and a recommendation from the educational institution. Schools must maintain beneficiary records, while local governments, provincial authorities and the Ministry of Education and Sports will monitor implementation. The ministry is responsible for arranging the necessary budget allocations, and individuals found to have obtained assistance using false information may have their benefits cancelled and face legal action. The document establishes the eligibility criteria, financial assistance and administrative procedures but does not specify a single nationwide application deadline or announce the total number of beneficiaries.
