Nepal Revises Rules for Unidentified Bodies, Mandates DNA Sampling in Disaster Deaths

The Government of Nepal has issued the Unidentified and Unclaimed Bodies Management (First Amendment) Guidelines, 2083, amending the 2078 guidelines under the authority of the Nepal Police Act, 2012. A major addition concerns people killed in disasters. Under a newly inserted provision, where a body or body part is found following a disaster and preliminary examination establishes that the death resulted from the disaster, only tests necessary for identification need to be conducted. The amendment further requires unidentified bodies or body parts kept for examination to be securely marked so they can later be identified. If identification is subsequently established through such remains, the responsible district authority must hand them over to the concerned family. The revised guidelines also assign immediate management of bodies of disaster victims to the District Disaster Management Committee and update terminology throughout the original guidelines to explicitly cover the management and post-mortem examination of unclaimed bodies.
